Conclusion:
The skins in this sale start alright but don’t end well. Piltover Customs Heimerdinger is one of Heimerdinger’s best skins though due to sheer lack of better options. Still, the mechanic look isn’t bad and the turrets are quite nice as combustion engines. If you like Heimerdinger it may be worth considering.
The same can’t be said about either Hot Rod Corki or Groovy Zilean. Neither alters the classic look by much and both seem disappointing. The former, at least, has the decency of having a reasonable price; with regards to the changes offered. However, Groovy Zilean has a disproportionate price for a simple re-texture.
In the end, Piltover Customs Heimerdinger may be the only purchase worth making. If you are a collector or truly dedicated fan then you may consider the other two. Regardless, be mindful that you won’t be getting much in return for your devotion.

Conclusion:
Viktor rises among the other champions as a viable option due to his high IP price. He doesn’t have a large amount of skins but Full Machine Viktor could be a good reason to make the purchase; besides saving a lot of farming time.
Conversely, neither Blitzcrank nor Zilean justify the expense; even with the reduction of already low prices. In terms of skins, neither have really great options. Besides, if you are actually interested in a skin or would simply like to play them, their IP prices are low enough to be unlocked without much farming.
